JUSTICE CHANDRU PANEL

Why is in news?

The Justice (retired) K Chandru committee has submitted its report to the Tamil Nadu government on improving the condition and functioning of childcare homes in the state.

Background:

  • On December, 2022, a 17-year-old boy in conflict with law was admitted to the government observation home in Chengalpet.
  • He died on the same day, and his mother demanded a thorough inquiry into his death.
  • Subsequently the Chief Minister of Tamil Nadu gave the go ahead for the formation of the one-man committee to study the working of homes under the Juvenile Justice (care and protection of children) Act 2015 and suggest measures to improve their efficiency.

About Justice Chandru Panel:

  • The Justice K. Chandru Committee has recommended the Tamil Nadu government to pull down the existing structure of the government homes for children in conflict with law (CCL) and construct new homes that “should not look like a prison or jail”.
  • Guards, security and gate-keepers should be recruited in adherence to rules and through a notified agency.
  • The panel recommended the State government to establish an exclusive board to administer all government homes for CCL functioning under the Social Welfare Department and create a new directorate.
  • It also recommended the enactment of legislation for setting up the Tamil Nadu Board for Special Services for Children.
  • It would administer all the government homes meant for CCL functioning under the Social Welfare Department.
  • The committee studied areas pertaining to the homes including inmates’ management, infrastructure, health and medical facilities, training and capacity building, food and nutrition, staffing and aftercare issues.

DIWALI WITHOUT FIRECRACKERS IN THE ERODE DISTRICT

  • Seven villages in the Erode district of Tamil Nadu celebrated Diwali without bursting firecrackers to protect the avian population at the nearby bird sanctuary in Vadamugam Vellode.
  • The sanctuary is located just 10 kilometers from Erode.
  • The sanctuary becomes a haven for thousands of local and migratory birds that arrive to lay and hatch their eggs.
  • Recognizing the sensitivity of this, over 900 families residing in the vicinity have committed to a quieter celebration to avoid disturbance to the feathered residents.
  • For 22 years, these communities have embraced a conservation-minded approach to the festival.

JANJATIYA GAURAV DIVAS

  • Birsa Munda was a freedom fighter and social reformer who spread awareness among the tribal society living in remote areas.
  • Janjatiya Gaurav Divas is a day to honour the contributions of India’s tribal communities.
  • It is celebrated on November 15th.
  • It is the birth anniversary of Birsa Munda, a tribal hero from Chotanagpur.
  • The day is also meant to inspire generations to preserve cultural and national pride.
  • The Viksit Bharat Sankalp Yatra was launched on this day.
  • It will continue for two months which is aimed at reaching out to every nook and corner of the country to showcase the benefits of the central government’s schemes through personal stories, nataks, and quiz.
  • The Yatra is also aimed at reaching out to those who have not benefited from centrally run schemes for some reason.

Tamil Nadu’s capital expenditure (capex) increased by nearly 31.7% in the first half of fiscal 2023-24.

About Capital expenditure (capex):

  • Capex is incurred by a State government to create fixed assets such as roads and bridges, irrigation structures, schools, hospitals and investments in Public Sector Undertakings.
  • It helps in improving economic activity and creating jobs.
  • It also includes the expenditure incurred on acquiring fixed assets like land and investment by the government that gives profits or dividend in future.
  • It includes money spent on the following:
  1. Acquiring fixed and intangible assets
  2. Upgrading an existing asset
  3. Repairing an existing asset
  4. Repayment of loan
  • It leads to the creation of assets that are long-term in nature.
